Ethereum Foundation names 2 ‘must ship’ EIPs for Hegotá upgrade
The Ethereum Foundation has identified two key proposals for its upcoming Hegotá upgrade, prioritizing enhanced censorship resistance and flexible account authentication. This decision follows an evaluation of 62 proposed Ethereum Improvement Proposals (EIPs), incorporating insights from approximately 60 researchers and engineers within the Foundation's Protocol cluster.
This marks the first instance where the Ethereum Foundation's Protocol cluster has presented a unified perspective on proposed EIPs, moving away from individual team opinions. The two designated proposals, EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions), are considered the primary consensus and execution-layer components for Hegotá.
Core Proposals for Hegotá
FOCIL aims to provide users with a mechanism to ensure eligible transactions are included without reliance on centralized block builders, thereby fortifying Ethereum's resilience against transaction censorship. Frame Transactions are designed to introduce native account abstraction and pave the way for post-quantum authentication.
This, along with two supplementary proposals, could also establish protocol-level building blocks for privacy-focused applications. The “must ship” classification signifies that these two proposals are central to the upgrade's definition. The Ethereum Foundation indicated that if either proposal faces significant risk, the Hegotá schedule should be adjusted before the proposal is removed from consideration.
Broader EIP Landscape and Timeline
Beyond these two core proposals, 15 others were placed in an A-tier, indicating their expected inclusion unless development or testing constraints necessitate cuts. Eight proposals remain candidates, seven are below the line but not excluded, and 28 were declined. Two proposals are currently unranked, awaiting mainnet data from Glamsterdam, the preceding Ethereum upgrade focused on scalability and strengthening the network's base layer.
Client teams could begin implementing Hegotá in late 2026, following Glamsterdam. Ethereum's previous major upgrade, Fusaka, launched on December 3, 2025, introducing scaling and usability improvements, notably PeerDAS, which altered how nodes manage rollup data, reducing download/upload requirements and increasing data capacity for Ethereum layer-2 networks.
